Since World War II, the number of twinned cities has been steadily increasing. Today over 350 cities from South of England and North of France are officially linked by twinning agreements.
The approach of European market promotes the developement of a new wave of twinnings. The links can be established at different levels in the urban hierarchy: village, towns, districts, counties, departments, or regions. Each of them having its own objectives and priorities.
